What can I use to substitute for the flakes?

I glaf these don't contain any oats as I can't eat them. Instead of the quinoa flaked could I use while cooked quinoa. The flake are very expensive here
I made these and they tasted good…however, when the dough was super gooey, I had to use a spoon to put it on the baking sheet. What did I do wrong?

Something without seasonig with anything else but salt…? Sounds like a weird request, but is for someone who is sick and by the doctors order cant use seasoning, citrus, raw anything, oil and onions (not even cooked) 🙁
